PCB has been a member of Customs and Border Protection’s (CBP’s) Customs -Trade Partnership Against Terrorism (CTPAT) program since December 9, 2011.
The CTPAT program is a voluntary counter-terrorism initiative designed to leverage private businesses to combat the ongoing threats of terrorism. Members of the program help identify security gaps and are tasked with implementing best practices for combatting drug trafficking, smuggling, and illegal contraband. To join, an aspirant company must undergo a comprehensive evaluation to meet CBP’s Minimum Security Criteria (MSC).
There are many benefits to working with a CTPAT-member organization, including fewer Customs inspections, priority screening if a good is selected for inspection, and mutual recognition with other Customs organizations that have similar programs.
On June 3, 2026, the US Government released Executive Order 14411 titled “Strengthening Customs Enforcement.” That order changes how Importers of Record (IORs) operate when they are foreign importers. One of the key changes is that, very soon, all foreign importers must either be members in good standing with CTPAT or work with brokers who are.
