CBP Updates on Seafood Import Restrictions

As a result of the December 22, 2023, Executive Order and the subsequent determination from the Department of the Treasury, US Customs and Border Protection (CBP) will require importers to provide self-certification that any fish, seafood, or seafood-containing products being shipped into the US does not contain inputs originally from the Russian Federation. 

This order marks a departure from Executive Order 14068, signed on March 11, 2022,  where an exception was allowed for seafood of Russian origin that was processed into other products in countries other than Russia. This new executive order removes that exception and prohibits the importation of these products as well. 

All seafood and seafood products from the Russian Federation, including fish and seafood harvested in the waters under the jurisdiction of the Russian Federation or by Russia-flagged vessels regardless of country-of-origin label, are now entirely prohibited in the United States.
