Approved HTS Breakouts Delayed until Approximately February 1, 2026

In a communication sent out by the US International Trade Commission (USITC) Committee for the Statistical Annotation of Tariff Schedules (484(f) Committee), it was reported that approved changes to the codes used to classify goods leaving the country via export (Schedule B) will likely come into effect as announced on January 1st, 2026. 

If you are an exporter, expect any reported changes to the Schedule B to take effect as announced on January 1st, 2026. 

However, due to the government shutdown, the finalization and proposed updates to the product codes for imported goods, better known as the Harmonized Tariff Schedule (HTS), are expected to be delayed. Any approved new or more specific breakout categories in the HTS are unlikely to take effect until around February 1st, 2026.

This means that importers will have an additional month, or potentially more, to prepare for the year’s upcoming changes.
