Partners In Protection (PIP)

Partners in ProtectionThe Partners in Protection (“PIP”) program is a voluntary commercial security program that creates partnerships between the Canadian Border Services Agency (CBSA) and companies that are directly involved in cross-border trade. PIP members commit to securing the supply chain by complying with physical, infrastructure and procedural security measures, undergoing a site validate and exchanging information with the CBSA.

PIP members agree to implement and adhere to high security standards while the CBSA agrees to assess their security measures, provide information sessions on security issues and offer other benefits. Member companies are recognized as being trusted traders, which allows the CBSA to focus its resources on areas of higher or unknown risk.

Why Become a ‘PIP’ Member?

As a PIP approved carrier you can benefit from having an enhanced reputation as being a low-risk company and attract business partners looking for companies with high security standards. In addition, PIP is fast becoming a necessity to participate in CBSA programs such as Canada’s Free and Secure Trade (FAST) and the Courier Low-Value Shipment (LVS) Program.


Membership in PIP is a prerequisite for expedited cross-border clearance through participation in Canada’s Free and Secure Trade (FAST) Program.

FAST is a joint initiative between CBSA and U.S. Customs and Border Protection that enhances border and trade chain security while making cross-border commercial shipments simpler and subject to fewer delays.

It is a voluntary program that enables the CBSA to work closely with the private sector to enhance border security, combat organized crime and terrorism, and prevent contraband smuggling.

The CBSA and industry are mutually committed to maintaining the FAST Program requirements and they work together to achieve compliance and to find solutions to problems.

LVS Couriers

The Courier Low Value Shipment (LVS) Program streamlines processing of low-value shipments through customs while providing the courier industry with expedited release. Many international couriers who transport large volumes of low- value goods participate in the Courier LVS Program.

The CBSA has announced new eligibility requirements for participation in the LVS Program including being a PIP member, in addition to the existing requirement for participants to be bonded carriers. Other requirements have been announced and are not yet in enforcement.

Global Involvement and Mutual Recognition

PIP is aligned with international standards such as the Framework of Standards to Secure and Facilitate Global Trade (SAFE) of the World Customs Organization, which includes guidelines for Authorized Economic Operators. It also sets the stage for PIP to enter into mutual recognition arrangements with similar programs in other countries including::

  • U.S. Customs and Border Protection – Customs-Trade Partnership Against Terrorism (C-TPAT) program
  • Japan Customs and Tariff Bureau – Authorized Economic Operator (AEO) program
  • Korea Customs Service – Authorized Economic Operator (AEO) program
  • Singapore Customs – Secure Trade Partnership (STP) program

After the events of 9/11, the PIP program's focus shifted to place a greater emphasis on trade chain security, which included urging members to improve their physical, infrastructure and procedural security. A security questionnaire was developed with suggested security recommendations.
