What is an Electronic Manifest?

On October 27, 2006, U.S. Customs and Border Protection (CBP) published a Federal Register Notice establishing the mandatory use of ACE Electronic Manifest (e-Manifest) at all land border ports mandating commercial and private carriers to communicate with U.S. Customs and Border Protection electronically before arrival at the border.

Basically an electronic manifest is a declaration of the conveyance, crew and commodity sent to CBP one hour prior to arrival at the port of entry.

In order to file an e-manifest, the carrier must first obtain a Standard Carrier Alpha Code.

Obtaining a Standard Carrier Alpha Code (SCAC)

The Standard Carrier Alpha Code is a vital part of the e-Manifest process. This unique code identifies the carrier to U.S. Customs and Border Protection and allows for the carrier to file their e-manifest with U.S. Customs.

To file for a SCAC code you must apply to the National Motor Freight Traffic Association (NMFTA). You can submit your application and $55.00 application fee online at www.nmfta.org. Once it has been received you will receive a letter from the NMFTA with your assigned SCAC^* code and instructions on completing the process.

^* SCAC codes are only valid for one year and must be renewed annually.
